David E. Carney brings more than twenty-five years of experience representing corporations and senior executives in high-stakes enforcement actions, internal investigations, and complex civil litigation. Over the course of his career, David has guided clients through some of their most sensitive matters involving the U.S. Department of Justice, Securities and Exchange Commission, Consumer Financial Protection Bureau, and other federal and state regulators. He is widely recognized for his ability to navigate the intersection of legal risk, regulatory scrutiny, and business realities-drawing on a deep understanding of how government agencies investigate, charge, and resolve cases.

In addition to his defense work, he regularly advises clients on compliance program design, remediation, and anti-corruption diligence—areas that are increasingly central to enforcement decision making and outcomes.
Joining the firm alongside David, B. Jonathan Haskin adds to SECIL Law’s growing bench of attorneys trained in litigation, investigations, and regulatory oversight. Jonathan supports the firm’s white-collar defense and regulatory matters, drawing on experience in state and federal litigation, including assisting in drafting complex federal appeals, as well as hands-on exposure to enforcement bodies, including the Financial Industry Regulatory Authority’s Department of Enforcement and the U.S. Department of Justice Civil Division.
